Dr Cuetter is a stort tempered, grumpy old man. He asks questions of his patients that patients may or not know how to respond due to education level. He speaks SPANISH to clients that speak ENGLIGH, and marks the test incorrct. when patient appears confuised. PLUS, they give early morning appointments and then patients are kept waiting and getting gaggravated.
