What kind of doctor's office has a busy signal on their phones for over an hour?

He scheduled and then the next day had his office staff reschedule and then ultimately cancel check-up and chemotherapy appointments. When I called to ask if there was an error in scheduling I was told that there was no error and that his nursing staff was "too busy" to talk to me.
