If you get there 2 minutes late and there are people waiting at the counter in front of you for 10 minutes that wait to be helped by the receptionist you are not to be seen by the doctor because the receptionist moved too slow or something and you are considered Being late, even though you were waiting patiently in the office for 10 / 15 min to log in.
