Surely this is illegal?

The doctor charged the maximum amount possible, three times the medical aid rate, as if the treatment was an emergency, when in fact it was an ordinary appointment. Moreover, the patient was not warned that the doctor charged three times the medical aid rate and only discovered this two months later, on receiving the bill. This practice is illegal in South African law but there is no way of enforcing it, so the doctor takes such abuse of the system for granted.
